Who was or wasn’t allowed to be depicted smoking (tobacco or otherwise) on TV, In movies, in animation etc. back in the 70’s in Japan? I want to assume minors, or people under a certain age, right off of the bat, but I don’t actually know enough about Japanese Media or culture to be sure.
Mainly, I ask this because a character from an animated show that was produced and aired in Japan in the 70’s has a character that smokes a pipe. In my mind, I assume he’s an adult because of this.
However, I know that laws for tobacco use are very different all over the world and within the US, it’s been sort of all over the place.
So maybe in 1970’s Japan, it would have been normal to see somebody younger than 18 smoking on tv/in movies/in cartoons etc. ?

Japan had one of the first laws prohibiting minors (under 20) from smoking – in 1900.
