Not much of a beer person, but I’ve consistently liked barley wines and 12% stouts like Evil Twin’s Even More Jesus. Or really funky flavors like some sours sometimes have.
Also, not usually down in Tokyo, but currently at Ikebukuro Station.
Mainly I want to find a bottle or can I can gift to a beer/alcohol loving coworker and his wife.
Any tips on where to look?
Also good: any other recommendations for a Tokyo specific alcohol to gift to someone from Tohoku. (Under ¥2500 preferably)

Go to Lumine department store around the West side exit area, in the basement there’s a shop, at the back of all the food stalls near the toilets.
Watering hole always has a good selection of cans and bottles, though it can get pricey. The smash burgers are fire though.

If you want Japanese craft beer…
-Shigakogen makes a good 12% imperial IPA which may as well be barley wine,
-hitachino nest a seasonal barley wine as well, try their Tokyo station standing bar
-minoh imperial stout (seasonal)
-Baird imperial IPA but I would say that I prefer Bairds lower ABV beers. Many Baird locations in Tokyo to try.

Trying to think of more, but have been out of the beer scene for a while.
Reading your question again…maybe stop by Hitachino’s bar in Tokyo station and get a limited release magnum for around the price you mentioned. It’s not brewed in Tokyo obviously but would make a good gift for a beer lover.
Also mejiro station (near ikebukuro) has an excellent liquor shop with a good beer selection. Import and domestic: tanakaya
