I have Japan Post Bank however the account I have will not permit me to link it with PayPal and I do not have any other bank. I have money in my account and a cash card to get that money as well, but no way to use it on PayPal. PayPal is the only method of payment I am allowed to use for this particular payment. The payment is important for my school.

USJ Bank can connect your account to a paypal account, but note that a paypal account can only be connected to a single bank account. (I believe).
Also, typical bank employees are absolutely clueless about this service. I had found this out online, and 6 staff in the bank including senior members refused to accept this was a service they provided. Then a younger teller came by and said, “Oh you can do that at this terminal over here.” and had my account connected in 5 minutes.
I’d advise being prepared with the website info loaded up on an iPad when you go in, or be prepared to spend an hour convincing them that the bank provides a service advertised on their website.

consider Wise. Foreign exchange company.
I use it between Japan Post Bank and my Aussie banks. You can leave money it in just like PayPal too. Research it up ☺️👍🏻
You can either use it like this:
Cash -> Japan Post Bank -> Wise -> PayPal

OR
Cash -> Japan Post Bank -> Wise & use their digital card or wait for a physical card.
If the thing you are trying to pay for will accept PayPal, it’d should accept Wise too.
