Should we condemn the IAEA who approved the release and said it met international safety standards. Or, the international experts who say the impact will be utterly negligible. Or China who has dumped more tritium every year for more than a decade than Japan is now doing?

Sure, it’s not GREAT, but it’s quite literally the only reasonable course of action at this point. And tha vast, vast majority of scientists say that the effect will be more or less negligible. Aside, of course, from making a good talking point for Communist China to stir up anti-foreign sentiment, and for the petrochemical lobbyists to continue delaying the inevitable switch to nuclear power worldwide.
I condemned china for being a hypocrite
As I understand it, many other nuclear plants around the world regularly discharge water with higher concentrations of tritium as just part of normal operations.

Yes. Even though I still think it’s safe.
There were ways of getting around this that didn’t involve this much risk of damage to the already-struggling Fukushima fishing industry, whether said damage was from bad-faith actors such as the Chinese state or from people within Japan who don’t believe it’s safe. (Many in Japan at this point have a sort of reverse crying-wolf attitude to the historically awful TEPCO, so you can’t convince them to think otherwise with scientific papers alone.)
Imagine being the one who has to break the news to the Fukushima fisherfolk. “Well, it’s not *my* fault that people are scientifically illiterate and/or politically motivated, is it!” Well no it isn’t, but that’s completely missing the point.
