Where in the US? What’s your income? It all depends. If you are a 20 something making easy money teaching English and just living for fun then Japan. If you have a good job and money to purchase a house and car, US.
If you’re rich. The US.
If you’re normal. Japan.

The US is going to have completely legal, recreational cannabis very soon, maybe even next year. Already completely, easily obtainable in many states.
This is a pretty difficult question because the truth is that there’s no way to say one way or another without knowing your particular circumstances. And in both places it will depend severely on WHERE you live.
I recommend tallying up the pros and cons on one piece of paper.
