You mean *paypay* right? Because to the best of my knowledge Paypal does not allow you paying local bills.
According to https://paypay.ne.jp/guide/auth/ you can only verify by mynumber or drivers license. You should get a mynumber card even if you don’t plan to stay in Japan long term as its handy for.. well, stuff like this.

Works with mynumbercard but I was not able to connect my paypay account with my bank account due to my name. I charge with cash at the 7-11 which works fine
No, you can’t use your 在留 card. You can use your My Number card or a driver’s license. The My Number card has to be the one with the IC chip—you can’t use the paper one.
