   I’m sorry that’s just really stupid.

The ruling LDP junta could make a legislative change to allow dual nationality but they’re infested with ultra-rightists who see Japan as a pure nation so they let the judiciary run cover for them to avoid criticism. They must keep control over the common serfs and limit opportunities to step outside the system.
