It’s not quite chili, but [Taco Rice](https://www.justonecookbook.com/taco-rice/) is similar.
Can’t say I’ve ever seen one.
Chili con carne (チリコンカン) shows up in the [reviews for 1713 restaurants on Tabelog](https://tabelog.com/keywords/%E3%83%81%E3%83%AA%E3%82%B3%E3%83%B3%E3%82%AB%E3%83%B3/kwdLst/), but I don’t think there’s any consistent adaption to it that makes it stand out as uniquely Japanese. [Here’s a recipe](https://www.sbfoods.co.jp/recipe/detail/04973.html) from one of the largest spice/condiment manufactures in Japan – it’s very basic.
