I’ve been googling about overseas powerboards in Japan but can’t get the answer I want – but I know about the power voltage difference in Japan from the UK. My question is whether a 4-socket UK powerboard marked with 220V work safely with a normal wall UK-to-Japan adaptor, with electronic devices attached to it that can handle 100V themselves?

Yes. But I would skip the adapter end replace the UK plug with a Japanese one. Keep in mind that the earth pin won’t be earthed but 100 to 230v compatible power supply usually doesn’t require it.
