Get a lawyer? Neighboring building and property a hazard

We are rebuilding our house which is next to a bathhouse which while still in operation is in a horrible state of disrepair.

The owner is a yakuza-ish thug who was pissed that we had no interest to sell him our property to begin with.

There is a large boiler smokestack which stands menacingly above our house and the building itself has slags of concrete breaking away from it.

There is a stand-alone boiler next to us which he throws old fire extinguishers and let’s the grass and weeds overrun.

Neighborhood association is toothless and not helpful although they all despise this guy.

I know Japanese are loathe to litigate anything, but I want to proactively do what I can to make sure his shoddy old building doesn’t harm ours or our person.

Anyone have suggestions?

    There’s nothing you can do to force him to make it less of an eyesore. As long as he doesn’t cause damage to your property or violate noise statutes, you basically have no grounds to take legal action.

    What he does on his own property is his own business.

  2. From my experience having lived through a similar problem where pieces of cinder block were literally falling a few feet away from my window and causing damage, there is nothing you can do.

    I seem to remember there was a thread here were the OP’s neighbor’s retaining wall on an abandoned property was literally collapsing onto the OP’s property. Even after offering to pay for the construction, the OP got nowhere after talking to the city council.
