From my experience you need and invitation from a Chinese citizen along side a visa. You will also have a small interview, most likely.
My boyfriend (US citizen) attempted to get a Chinese tourist visa earlier this year, gathered all the required documents, but was told that US citizens cannot get a visa from within Japan and must go to an embassy in the US to do so. He did not end up getting the visa.
America / China relations are pretty bad right now so that might be a reason why you can’t get a tourist visa to China within Japan.
Anyways, why not just go to Taiwan ? No need to worry about needing a VPN, or whether you’ll be able or not to register your credit card on one of the QR payment solutions. Just my 2 yen.
I got a tourist visa to go to China last month. I had an invitation from a Chinese national, as well as an itinerary (dates, where to stay, flights) before applying. I submitted an application online and then made an appointment to go to the Chinese Visa Center (near Tokyo Big Sight). The earliest appointment was a month later. Once there, the staff went over my application and made some corrections to points I had misunderstood when filling it out online. They told me to come back 5 days later to pick it up. Everything went pretty smoothly.
