Is it better to buy a SIM card at Narita Airport or in a mobile shop in Tokyo? My plane lands around 7 pm, if it is not delayed. I am worried that the SIM card shop will be close at that time. Please help!

If your phone supports it, I recommend using an eSIM and getting it before landing.
But eSim in Japan is only for data. Remember that. Get a regular SIM for calling, at Narita if you can,
There are a couple of 24-hour SIM card vending machines at Narita airport. My son and his friends purchased SIM cards from one of them last December, said it was very quick and easy, and they worked perfectly.
Here’s an example:

if you just Need Data use a eSim Card. Normal simcards in Japan feels like Scam (very expensive in my eyes)
