Go to the town hall where the house is located. Ask someone there. They’ll send you to someone who doesn’t know what they’re talking about. While they are talking, someone more knowledgeable and eavesdropping from behind a divider wall will hopefully pop up and tell you the actual information that you need to know to get the ground water tested.

You can buy a kit on Amazon and test it yourself, search for 井戸 水質検査:

Lots of kits there between 1000 and 2000 yens.
