Is it common in written language to omit the “bigger” numbers like 千、百、十 and just basically write down the single digits when expressing years?

I Am reading some free graded readers and came across this sentence.
熊八は一 八 六 三 年に愛媛県宇和島で生まれました。(https://imgur.com/a/V9EevEe) — The first sentence on this screenshot.

The furigana over 一 八 六 三 年 show (せんはっぴゃくろくじゅうさんねん)So the year 1863.

Is it common in written language to omit the “bigger” numbers like 千、百、十 and just basically write down the single digits when expressing years?

So for example 1542 would it be common to write:
一 五 四 二年 instead of 一千五百四十二年

Also how would you do it for, for example 1990?
一 九 九 零年 ??
