It was a narrow street. We stopped completely, the other car was driving slowly and scratched our car. I have video of the event, including the actual scratching and the license plate. I was told that since I didn’t fall the police immediately, there’s not much I can do. Is that true? The scratch is not that bad to be honest, but it also hit just over the sensor, not sure if there was any damage to it. Car is relatively new too so not so fun.
Appreciate any advice!

Who told you this?
Go and report it too the police right away, put the video clip on your phone for easy viewing and transferring if necessary at the police station.
I think you are out of luck.
But car touch up places aren’t that expensive. go get a quote. then ask your insurer how much the premium will increase based on a claim of 4 times the touch up place quote. As that’s what a Dealer will charge.
Then compare the cost of a touch up place vs the increased premiums. to be precise you’ll need to know when the insurance will get cheaper again. It will basically be the level of discount you are getting that will change. For example, level 20 gives something like a 63% discount on premiums…
Because.. The only way your video categorically shows the car scratching your car is if you have a go-pro on a selfie stick for a driver recorder.. and it has a crystal clear image so you can literally see the scratch appear as you are violently side swiped.
