You can get a new device on a plan if their contract is one year or less. You cannot contract to a two year plan on a one year visa. They’ll check your zairyu card in the shop (and online).

You could, but also have to be loyal enough. In my case I’m cursed with 1 year visa, but able to get iphone 15 pro from AU after 1 year of using their service. I believe it was 2 years payment.
Generally no, but I highly recommend buying a phone outright and paying for a sim separately anyway. It generally ends up a decent amount cheaper to do so.
The 2 year rule has been abolished for all major carriers, Docomo, Softbank and AU. not sure about Rakuten.
