Title says it all (well, most at least). Applied for a Rakuten Credit Card more than 2 weeks ago, it’s still stuck at the second stage (入会審査). Is this normal? Tried calling them but didn’t get any additional info.
If relevant, I moved to Japan fairly recently (3months ago) on an employment visa (5 years).
I don’t necessarily need the credit card but more so looking for that ETC card. But the long wait is kinda annoying… is this normal? The website/email suggested 7-10 days.

I’ve applied to Rakuten Credit Card twice. First time, I didn’t really hear any information for a few weeks, then randomly got a letter in the mail saying I was rejected.
Second time (several years later) I was approved instantly, and had a card in a week.
Nobody here is going to tell you anything that will matter for your specific application. Whether or not something is “normal” doesn’t have any bearing on _your_ application. Just wait.
Anything requiring paperwork with Rakuten takes at least 1-2 months.
I already have the credit card, but I applied for their bank account on September 1st. I finally got the welcome letter and debit card on Friday. It pretty much took two months after I applied. Physical regional bank I can open a regular bank account in one hour.
I applied 3 years ago online and within 2 hours was approved. Seems like there’s no consistent experience with them though unfortunately
Mine arrived faster than that FWIW.
