The usage of both words in the scene and what the images say seem to be in conflict, to me at least.
Going by the illustrations, 平等 would mean no handicaps and Yotsuba would naturally have the advantage no? Equal boxes or no boxes altogether.
If they go with 公平, wouldn’t they even out the winning chances and deny Yotsuba’s 努力?
Am I connecting things wrong?
