I was on the JET program from 11/2021 to 07/23, went back to America for two months to switch to a student visa and came back to study here in October.
I went to my city hall with my new Residency card, and I was informed my city hall that I have to pay over 170000 yen in insurance premiums because I was on a work visa and now I am not and they sent a slip for 58,00 to pay until march, but the payment slip for November is 140000. When I asked why, they just said “because you worked last year, thats just the way it is.”
Can anyone give me a better explanation of why I have to be paying so much money? At my previous job I was paying 2-3万 every paycheck for insurance. i don’t know if that information helps but… I just am so confused.
Can anyone let me know if this seems right or wrong?

First of all, it depends on your income of last year how much you have to pay for health insurance. If you earned much, you may have to pay much.
Second, I wonder if 20-30K yen per month is health insurance alone or including pension. If you are employed, you have to pay both every month. So I want to know if 20-30K is including or excluding pension.
Because the price depends on your salary from last year; so even though you aren’t working now, you’re getting charged based on your last year JET salary.
There is very little you can do about health insurance costs, but students are sometimes eligible for a full or partial exemption from paying into pension, so if you haven’t applied already I recommend going back to city hall and trying to apply for it
Depending on income, your bills should be lower the following year.
