There could be a number of explanations, if you are in a flood prone area there are a number of backflow preventers, spillways and locks. Sometimes alarms sound when gates and spillways are opening and closing to manage water not just for flooding but to divert water for agriculture. Another one may be if you live near a factory I have noticed some places that heave heavy machinery or generate high pressure stream sometimes have old school klaxxon alarms that ring out for miles.
Near water? The bullfrogs make a deep, long hornlike sound.
