Please refrain from playing with electric and co if you have no idea of what you are doing. If you can not refrain at least watch carefully how things are ang go from baby steps to baby step so that you can go back if things do not go the way you expected.

Joke aside, in Japan doing electrical works without proper certification voids any right to claim for insurance in case of damages or worse… just don’t play with it here.

Please add picture of what else you removed, the chances you had a rogue cable just hanging out randomly from that hole in the wall are veeeery slim.
You said it’s a TV cable, but it’s possible there is electric cables running near it, if so you’d need to call an electrician for, 1. Not burning your house down trying to fish it, 2. staying legal in term of electricity.
If it’s ONLY and ONLY the TV coaxial cable, that goes to a passive antenna (Not powered antenna) then maybe it would be possible to fish it out. but we don’t have enough info to help you.
I’m getting my licence this year and the way they do a lot of stuff in Japan is very different to my own country so I wouldn’t play with it if I were you.
Make a plate cover size hole and cover it with a cover that matches the ones you have on the wall now
No need to electrician
Are you able, with the help of a second person get it back through the hole so you can cut the end off? Then you can pull the cable out.
