I heard shinsei and rakuten are friendly to foreigners. Could be wrong.
They had websites in English though (English speaking support as well from what I can see on the website)
Japan Post Bank is one of the normal recommendations for foreigners who have just arrived. Very easy to open an account, you can find lots of instructions online.
SMBC PRESTIA in Hiroo caters to English speakers and all staff there speak english
Sonny Bank is great. And they give you an actual debit card!
