Sorry, beginner question, I’m trying to start fishing in Tokyo area, I want to go light shore jigging but I noticed many parks have a rule saying: “投げ釣りは禁止です” which google sensei translates to “casting fishing is prohibited”.
What do they mean by that? Does it mean only rods without reels are allowed ?

it means you drop a bait and wait.
reels are fine.
I think it’s just to prevent tangled lines and riots over whose line crossed whose.
no casting (because you might hook someone else, presumably)
It’s kinda wild there are very few rules in Japan around fishing. No limit, no minimum size, no seasonal limitations, no rules on when you can use live bait, foal hooking is not frowned upon, and unless private property or managed by fishing association no licenses or permits to needed.
