Startup Visa: Recommendations for “gyosei shoshi” (行政書士)? Business Plan already approved by Tokyo Metropolitan Government


For context, I drafted up my application & business plan myself, and submitted it to JETRO while on a short trip in Japan. I’m back in Canada now.

The Tokyo Metropolitan government just approved my application & business plan for the [Startup visa](https://www.investtokyo.metro.tokyo.lg.jp/en/oursupports/bdc-tokyo/fhr.html), and they’re issuing me a certificate which will allow me to apply for my COE.

I was informed that there are only two options for applying for the COE:
– Apply by myself in person
– Have a gyosei shoshi (行政書士) apply on my behalf
**NOTE:** A friend cannot apply on my behalf

For the gyosei shoshi option, all they would need to do is print out my finished & already-reviewed application and submit it on my behalf for the COE. [No need to receive the COE on my behalf, as I’ll receive it by email.](https://www.moj.go.jp/isa/applications/procedures/10_00136.html)

But all the firms I’ve contacted so far either never respond back, or they say they’re not interested.

Does anyone have any recommendations, for cheaper than it would be fly to Japan and submit it myself in person (let’s say, less than $500)?
