My younger cousin will be moving out of his parent’s for the first time. He asked me for help finding an apartment but I don’t have much knowledge outside of my own area. He is determined to live in Sugamo because it seems to be well connected by trains and pretty calm. He is 24 years old. Can anyone give him some advice? I don’t know if that matters but he is Japanese. Budget up to 10万 including everything except internet and phone. Let me know if there are better places in Tokyo. He starts work in Roppongi area.

I mean, it’s famous for being the old person version of Shibuya. Not sure if he really wants to enjoy that atmosphere but there are some nice old cafes and decent izakayas around Komagome. How about Otsuka? At least he could walk to a bit of nightlife but still be calm.
If he’s working in Roppongi, he could also consider East Toyko or Kita-Senju. Not really seeing the appeal of the Yamanote
