  2. 1 hour by what

if you’re hell bent on getting a sliver of snow
gunma, tochigi, fukushima is 1 hour away by bullet train aha

  3. Where in Tokyo are you trying to get to that you want to measure ‘close’? Tokyo is a pretty massive city. As example, from my home in Chiba to my office in Tokyo it takes around 30 minutes. For my coworker, from his home in Tokyo to our office in Tokyo it takes him around 90 minutes.

Generally speaking if you want ‘a lot of snow’ you need to up in the Tohoku area or the sea of Japan coast area, and neither is anyones definition of close to Tokyo.

Kanto region itself generally gets one moderately sized snowfall maybe every two or three years. There are plenty of snow resorts that are easily accessible by train though for weekend trips.
