I quit my current job because of low salary, now I got an offer from a high paying job, they told me to wait until November, Its been 2 months when they said that, now that its November I haven’t got any emails or messages, Can I sue them for making me wait instead of telling me they’re not sure if they can hire me so I don’t need to wait for their notice?

I don’t think suing them would be very effective if you don’t have a contract with them. Just one reason I don’t think it’s advisable to quit before getting a new contract.
Contract or not, I hope you have been looking at other jobs, and wish you the best.
If you signed a contract which should state the start date you can probably take legal action (not advice I’m not a lawyer). Though if you have not signed a contract then there is nothing you can do.
What’s the name of the company?
Did you ever receive a 内定 or even a 内々定? If not, I don’t think it constitutes an actual job offer. Always get it in writing before quitting a former job.
You quit your old job without an executed contract because someone at a company literally told you to “wait till November and we’ll get back to you”? With nothing in writing? As in it was literally a “hey we like you we’ll get back with you in November about the job”?

I don’t think you can sue them, but ask a lawyer after reading through Reddit.
Personally, for the future, this is why (as some people are also mentioning) have everything in writing before you move.
You are in a foreign land, where you livelihood depends on you making money and being employed.
You might have the option to go back to your previous job, but for now, I do not believe that you can sue someone for telling you taht there might be an opportunity.
Previously, another job told me roughly the same thing, and then there were budget issues and the role closed up. Sometimes life just be that way.
