I dunno about “cheapest,” but if you’re buying refurbished than I probably wouldn’t recommend going outside officially/certified refurbished computers: https://www.apple.com/jp/shop/refurbished/mac
(Plus, as a Mac user, I can say that AppleCare is often worth it. I needed to replace the battery on my laptop a few years ago, right before the AppleCare term expired, and it paid itself off through covering the replacement.)
