With divorces at 100,000 cases a year, and numerous problems, including the parent with custody refusing to allow visitation with the other parent, or non-payment of child support, the draft legislation will be submitted this month. The draft calls for studies to be made, and tentative proposals include maintaining single custody as the norm, with joint custody as an exception, or joint custody as the rule, with single custody as the exception (both cases taking into account instances of domestic violence).
