When you are studying オノマトペ do you use a different process than when you study other vocabulary?

It’s okay to say 英語を練習しにこの本を読みたいです?
Why is いのうえ pronounced as イノウエinstead of イノーエ?
What does the word 沙汰 mean? I’ve seen it attached as part of other expressions or words such as 狂気の沙汰, ご無沙汰, 音沙汰, or 取り沙汰, but I never really understood how it helps add the given meaning to the other kanji.
