You need to start a company in Japan that has two employees. That company must have at least 5 million yen in cash at the time of your application. You need three years experience running said business and a salary equal to or greater than your employees.
The “investor” angle is you buy 50% or more of a business that meets the same requirements.

This is not a portfolio visa, you have to fund and run a company that employs Japanese citizens.
