Is there a university that foreigners can enter without take EJU exam?

After graduating from high school, I plan to enter a university there, what should I prepare? (now I’m first grade of high school ). My Japanese language skills are roughly equivalent to JLPT N2. I can read kanji but can’t write it at all, even though it’s low level kanji. I don’t want to take the EJU test as much as possible, because the location where the EJU test is held in my country is far from where I live and it costs money to go there.
