HSP Visa question about changes/fluctuations in top 300 University Rankings

I was curious about clarifications about which year the University rankings is calculated in the case of a University worldwide ranking which maybe within the 250-300 (too close to comfort to 300) on some of the three accepted University rankings list. Is it graduation year, or is it calculated for the year when you do apply with either the year prior or three years prior. I have not been able to find any posts or proof otherwise regarding this question.

For example, in the scenario if the year graduated the University sits comfortably within the top 300 list but the year prior when I originally applied it is within 2 of the 3 lists but a year (or three years) later when applying for PR it has dropped in ranking from 250-300 -> just shy of 300+ on the required lists.

  2. If perhaps, with the 10 points from the University bump I have 80 points for 1 year fast-track for PR, and without, 70 points, 3-years path to PR. Or perhaps the 10 points is needed to have above 70 points in the first place.
