Is Japan accommodating towards drivers with disabilities? My father is considering applying through a program but is unsure due to a left leg issue, even though it doesn’t impact his driving abilities.

First off I had to scratch my head to figure out that [PWD](https://www.autodeal.com.ph/articles/car-features/can-person-disability-get-drivers-license-in-philippines-pwd-licensure-guide) means Person with Disability.
My American brother uses a wheelchair and drove throughout his university yearss in the USA with handicapped provision marked on his licence. When he came to Japan, he was forced to re-take all the Japanese driving tests as though he was beginner driver and he failed once before passing (very common for Americans re-taking the Japanese test).
In your father’s case, there seems to be a easier way to [transfer Philippine driver’s license to a Japanese driver’s license](https://www.youtube.com/watch?v=v-Meh9yxedI) without too much trouble. What do you mean by accommodating? As in terms of subsidies? Or disability parking availability? Sorry, I’m not entirely following the question.
A guy I work with is wheelchair bound and drives to work everyday in a special modified van.
