I think it’s one of those situations where he would have gone to the city hall to register his antique goods but he can’t because he is affiliated with the yakuza, making him ineligible for many services. So he had no choice but to keep them at his home unregistered.
If his objective was violence he wouldn’t be using antique weapons unless the Yakuza has been disarmed so much that they have no choice
