I’m strongly considering putting in a transfer request. There’s nothing terribly wrong with my branch, I just have a number of small reasons for wanting to be elsewhere, and those reasons add up.
Does Interac honor these requests? Has anyone successfully done this? How easy was the move/transition?

It’s not uncommon.
If there is a spot available they’ll always want to fill it with someone that:
A. Is already in Japan
And
B. Actually wants to be somewhere that’s not Tokyo.
Disregard this if you’re trying to transfer to Tokyo.
I’ve transferred schools every year with Interac (4 times), wasn’t a problem any of the times.
Only one time was a transfer to a different branch, but it was still pretty smooth, and they worked with me to get me somewhere I wanted.
I was transferred to Tokyo after a year in Fukushima. This was in 2016.
