Requesting a new Residence Card While in Japan

My residence card expired while I was outside Japan, and they say that I cannot renew it: I have to ask for a new one.
My plan is to go back to Japan as a tourist and request my family visa while there.
They should take up to 3 months to provide me the spousal visa to request a residence card, so I should be covered.

However my main concerns are that without a residence card I am limited as I cannot request the health insurance, but I should rely on a travel health insurance and most likely I cannot request a new sim card.

Are my concerns correct?
Do you know if it’s possible to have a temporary document that can replace my resident card until the burocracy does its flow or at least request the health insurance?

    Unfortunately not cause you’re technically no longer a resident until you get your status of residence back.

  3. Your residence card didn’t expire. Your status of residence expired.

    If you want to regain residence, you’ll probably have to start from square one.
