I don’t get it. It’s located on the entryway wall and all it does is blow cold air in. There’s no way to close it as far as I can tell. Does anyone else have one of these? I want to cover it up
Is this an older place, it should have a open/close lever.

If it is actually an electric fan blowing air in and there is no switch for it, it is connected to an extractor fan elsewhere. Perhaps you leave the extractor on in the kitchen?
If it is not electric, just an open hole, then as the other people say: Welcome to the joy of Japanese house design.
24 hour ventilation systems are required by law to be installed in homes in Japan.
There are multiple vents, some that let air IN and some that suck air OUT. It sounds like you found an IN vent. The OUT vents are usually higher up on the walls or ceilings.
And don’t tape over the vents. The ventilation prevents your home from building up mold causing moisture.
Do not cover the vents. Set them to their lowest setting. There is either a lever or a spinny thing inside. If you block them off, your house will fill with mold.

Also if you have a 24hr vent system remote (usually located in your bathroom) there is a setting there called 冬期. This is for winter and it’s less powerful iirc because of how dry/cold the air is in winter.
Europeans discussing like “should I get double or triple panel windows for better insulation?” while Japanese being like “lol single panel. Oh and you have a whole in your wall you cannot close. Good luck”.

Leave the vent open, you really do not want to live in a moldy place.
