Tokyo gov’t decision to abolish income limit for free tuition applicable international schools too ?

Tokyo metro gov’t is going to abolish income limit for free high school tuition. I was wondering if this is also applicable for international schools based in Tokyo. Your inputs on this will be greatly appreciated.

    *According to sources including the metro government, tuition fees at metropolitan high schools are currently free with national government assistance for households with annual incomes of less than 9.1 million yen (about $62,000). For private schools, the Tokyo government will add to the central government’s support and subsidize up to 475,000 yen (roughly $3,200), which is equivalent to the average tuition of private high schools in Tokyo. Students living in Tokyo who attend private schools outside of the capital will also be eligible to apply.*

    So if the international school is not a metropolitan school it will not be free. They are only abolishing the income requirements.

  2. No way the Japanese government would subsidize international schools. They are not government controlled and many are for profit, i.e. private businesses.

  3. If the government is paying a portion of the private school does that mean they can demand a specific level of quality? It would give them an easy way to shut down the scam international schools that have no hiring standards.
