Advice On Importing snake

Hi, I would like to import my ball python to japan in the following years as I intend on going to college in japan, I live in the U.S., my snake is captive bred but I don’t have paperwork for him. I am aware of the likelihood of rehoming him, so please don’t comment solely about that as I’m asking advice on the processes such as getting into contact with municipals and other things. I’m also aware of licenses however I’m unaware of how to obtain such. I’ve tried going online but much information I’ve found is vague or redirects to an unrelated topic. My current plan if I don’t have to rehoming is possibly figuring out such information in person and going through what parts of the process there and having family ship him over. I’d love if some of you could help. The current information I am aware of is getting him checked at the vet, proving he’s captive bred or legally caught and sold in the U.S. (unsure of how to get such proof other then contacting the store I got him from), contacting Animal Quarantine Services at least 40 days in advance, obtaining a license to import him or using a 3rd party service, contacting the USDA APHIS, and that he cannot be brought on cabin and that he will be sent back to the U.S if the information is incorrect and I could possibly face a fine or jail time. Please correct on anything wrong or incorrect and fill me in on anything I miss. Please be nice in the comments. Also I’m unsure about how colleges and dorms would view a snake and whether I could ever keep him in certain prefectures. And before and ones say it, yes I’m very under informed, this is why in asking for advice.
