Tadoku how to

こんばんはみんなさん I found a website where you can read free books. tadoku.org I’m starting at the lower levels. But why is it that the rules it lays out say to not use a dictionary?
Rules are as follows…
1. Start from scratch
2. Don’t use a dictionary
3. Skip over difficult words, phrases, and passages.
4. When the going gets tough, quit the book and pick up another.

I can’t wrap my head around why I wouldn’t use a dictionary. How else would I learn words? Is this something that’s common when learning? Am I missing something? Is it something that Native Japanese learners do?
