Question about Network Usage Restriction

Last year, I purchased a used iPhone 14 Pro from a shop in Akihabara. For about a year, my Docomo SIM worked flawlessly. However, today, when I attempted to switch my carrier from Ahamo (Docomo) to Y-mobile, the phone stopped registering SIM cards. According to Y-mobile’s customer service, the previous owner failed to settle pending bills for the phone, resulting in a restriction.

This is the first time I’ve encountered such an issue, and given that I live in Beppu, traveling to Akihabara to resolve this problem is nearly impossible. Do y’all have any suggestions on what I can do? Additionally, regarding the usage restriction, is it limited to Japan only, or will the phone be unable to use any international SIM cards as well?
