Stylized へ or something else?

Hi! 🙂 below this is a signature. I was assuming at first glance this said 「Sammyさんへ」, but I’ve never seen such stylization with an へ before, I thought almost like sometimes people do with a horizontal slash through a 7. Is this an へ or is it just a funky lookin’ tilde-esque thing?
