Moving to new apartment, previous tenant didn’t terminate their NTT line

I’m moving to a new apartment on Monday. Today I contacted NTT to transfer my line to the new apartment. They informed me that the previous tenant hasn’t terminated their contract so they can’t transfer my line. They said they will need to assess the situation with other departments and get back to me. It was very vague, they didn’t give me any details on what they’ll do. Also they close for year end next week and said they might come back to me after the holidays. I also notified the management company and they tried to reach the previous tenant who didn’t answer their phone.

Anyone familiar with this kind of situation? Can NTT terminate the line if the idiot is unreachable? Any rights I might have?

I can survive for a few weeks without fiber, I can use my work phone to tether but it’s capped at 7gb so it won’t last since I work from home.
