Why would an institution keep bad employees on yearly contracts?

What do you think is happening in this situation?

ABC Uni’s faculty are all on yearly contracts with a 5-year cap. In a span of about 2 years, the uni lost more than 30% of its faculty (basically, all the good teachers left) and 70% of its students due to bad management and shitty teachers. There were multiple formal complaints in addition to countless negative online reviews on multiple platforms.

YET, they refuse to fire the bad managers, which isn’t even that surprising, but even worse, they refuse to fire the bad teachers.
