Permanent or Non-Permanent Visa While On SOFA

Hello, I am seeking information about recieving a residence card while on a Status of Forces Agreement. I am in the US Military and married to a Japanese national and currently reside in Japan. I was hoping I could recieve a basic residence card through our marriage to make life in Japan easier. is this possible while in a SOFA?
