Japan Post, PayPal: The Direct Debit Mandate setup failed

I want to make it so that I can use PayPal here within Japan, and the money should be automatically withdrawn from my Japan Post Bank account. To do that I think I need to set up the “Direct Debit Mandate”. I tried this process several times, on different days and times, and always get “The Direct Debit Mandate setup failed”. I carefully checked that the numbers, name spelling… are correct. My user name / customer name at Japan Post Bank is entirely in kana already, and also displayed in kana on my JP Cash Card. Please, does anyone have advice how to proceed? Did you have success with linking PayPal and Japan Post?!
