What does it mean to BORROW land in Japan?

We’ve been living in a house in Japan for the last 16 years.
The owner of the house is a different person from the owner of the land. And, allegedly, when the owner of the house leaves (i.e. gives up the house), they are required (by law) to disassemble the house and remove it from the land.
This arrangement is referred to as “borrowing” the land.
Apparently, this is fairly common.
Does anyone have any experience with this or know anything more about it?
Any insight anyone can give me into this custom/law may enable me to decide whether to try to acquire the house, the land, or both. My ownership would strengthen my residency status.
