Question about possibly being followed on the street

Posting here to see if anyone has had similar experiences/advice how to handle situation.

Over the last year or so, my wife and myself have had three really weird encounters taking our two daughters to/picking up from hoikuen.

Essentially, a man in his 30’s (unsure if it’s been the same person as they have been bundled up but this has all happened at the same location) has doubled back when passing us on foot and gotten uncomfortably close behind us. This has happened on a quiet side street and he has stayed behind us staring even if we slow down/speed up.

The first two times, I wrote it off as me possibly imaging things/being too suspicious. But yesterday, this person circled back twice behind my wife and children and really freaked her out how close he was and how he seemed to come out of nowhere to being right behind them.

Is this enough to talk to the police? This person hasn’t done anything but scare us a bit at this point but as this keeps occurring very close to our hoikuen we are obviously worried about such suspicious behavior.

Anyone experience anything similar? Anything we can do besides potentially talk to the police, hoikuen, other parents?
