Civil aviation workers’ union made an unprecedented emergency statement accusing the japanese police as violating international treaty amid Haneda accident

To briefly summarize, the statement says

1. Condolences to the deceased coast guard crews
2. Criticism and expression of deep concern against media and social network users spreading misinformation
3. Condemnation against the Japanese investigators who the statement accuse as their investigation violates the protocol and international norms set by ICAO which Japan have signed and ratified. The Japanese police is obstructing the investigation by filing its own case and is against international law.
4. Criminal investigation should not outweigh the investigation by aviation experts

As a context, I assume this statement come due to a pretext in 2001 known as JAL Suruga bay mid air incident which a 747-400 and a DC-10 almost collided injuring 100 people and potentially killed 677 passengers. Two air traffic control personal were criminally charged and was sentenced to jail time sparking outrage from international aviation community. The chief judge of the Supreme Court stated “giving immunity to aviation crew accused of manslaughter is inappropriate from the viewpoint of public common sense” this statement apperantly shocked the Japanese aviation industry as it deviate from western norms.
